The Licensing Officer set out the application and advised the Panel that none of the mandatory grounds for refusal had been met, therefore the Panel was invited to consider the matter on discretionary grounds.

The Hearing Panel considered a report from the Head of Planning, Building Control and Licensing in respect of the above application. The written papers and oral representations of the parties in attendance the hearing were also considered, as well as the relevant legislation.

 

The Chair used the agreed procedure to conduct the hearing.

 

The Licensing Officer set out the application and advised the Panel that none of the mandatory grounds for refusal had been met, therefore the Panel was invited to consider the matter on discretionary grounds.

 

The Committee heard that the premises had opened in 2019, and access is via a discreet entrance to the building on Lloyd Street. Committee was advised that there had been no complaints received concerning the premises and that there were plans to open a further establishment in Newcastle.

 

It was pointed out that there had been no objections from the Responsible Authorities and that the premises were not seeking to make any changes to their current trading hours. 

 

Committee was advised that none of the mandatory grounds for refusal are met and felt that none of the discretionary grounds had been engaged. 

 

It noted that there were no objections to the Application and determined that granting the Renewal Application should be considered.
