The Executive Director of Adult Social Services approves the annual care contracts uplift for 2020/21, effective 1st April 2020. The cost impact is £5.667m and has been provided for within the 2020/21 ASC cash limit budget, specifically funding set aside for the National Living Wage increase and price inflation.

These uplifts are in relation to:-

·                Residential and Nursing Older People;

·                Learning Disability and Mental Health Services

·                Direct Payments

·                Other Services covering supported living, supported people, ILF and other day care; and

·                Extracare

This decision is in addition to the decision published on 4 April 2020 in relation to the uplift in the homecare rate for 2020/21.

The Executive Director of Adult Social Services approves a 3.3% annual uplift in the homecare rate for 2020/21 for framework providers, effective from 1 April 2020. The cost impact is £0.588m and has been provided for within the 2020/21 ASC cash limit budget.

The Executive Director of Adult Social Services also and approves a temporary change in the basis of payment to pay framework providers on commissioned hours during the period to the end of July 2020, as part of the Covid19 response plan. The cost impact is £0.250m per month for an estimated four months (£1m) and has been provided for within Covid19 response financial plan
