Urgent Business - Temporary Event Notice - Dr Miao, 47-49 Bloom Street, Manchester, M1 3LY

Minutes:

The Hearing Panel considered a report from the Directorof Planning, Building Control and Licensing concerning the above application.  The written papers and oral representations of the parties who attended were also considered, as well as the relevant legislation.

 

The applicant had given late notice that they were unable to attend the hearing due to being abroad. No return date had been provided by the applicant. The Hearing Panel considered that it was not possible to confirm a future hearing date and made the decision to hold the hearing in the applicant’s absence.

 

GMP addressed the Hearing Panel and stated that the Temporary Event Notice was for an outside bar area during the Pride celebrations over 26, 27 and 28 August, from midday to 20:00. GMP stated that the first application had very little details on and on receiving the second version, noted that security, queues and the position of the outside bar area were still not addressed. GMP felt that the application was not robust enough to prove how the premises would uphold the licensing conditions and asked that the application be refused.

 

The Chair of the Hearing Panel confirmed that the Panel had seen all the information provided on the application.

 

In their deliberations, the Hearing Panel considered that GMP had expressed concerns that the TEN application was deemed unable to uphold the licensing objectives and having seen the application themselves, concurred with GMP on the matter and felt that the application should be refused.
