Consideration was given to the report of the Head of Planning, Building Control and Licensing regarding a Summary Review of the premises licence at Irish World Heritage Centre, 1 Irish Town Way, Manchester, M8 0AE.

 

The summary review was requested by GMP following an incident at the premises which took place on Sunday 13 March 2022. The application was made under section 53(B) of the Licensing Act 2003.

 

The Hearing Panel considered the written papers, oral representations of all parties as well as the relevant legislation.

 

GMP addressed the Hearing Panel, stating that the current licence was issued on 17 January 2013, and has been held by the current Premises Licence Holder (PLH) since that date. GMP gave details of the reasons for their review application, informing them that they received multiple calls on Sunday 13 March 2022 which stated that a large fight had broken out at the premises. One call referenced a group from the travelling community as being those fighting. Another call said that guns and knives had been mentioned. For this reason, GMP dispatched firearms control to the premises. GMP were informed that the group who had caused the fight had been on the premises for most of that day. During the incident, staff told GMP that they had hid in the kitchen. GMP informed the Hearing Panel that an elderly lady had been punched in the face. GMP stated they then received a call from the premises on 17 March 2022 due to a group refusing to leave. GMP informed the Panel that they removed the group with no further issues but had been told this group were on the premises the day before and refused to leave then too. GMP had concerns that this group was allowed back on to the premises the next day after causing a previous issue. GMP applied for the Summary Review on 17 March 2022, asking for the licence to be suspended, which the Hearing Panel on 21 March 2022 decided to do. At this point, GMP showed CCTV footage of the incident to give an overview of the trouble caused on that night. Following the Interim Steps review on 21 March, GMP met with LOOH and the PLH. GMP informed the Panel that they had agreed the incident was not caused by regular customers and noted that there was no sign of trouble until it happened. GMP noted that the conditions on the current licence were weak and needed updating, something the PLH agreed with. GMP stated that it was a productive meeting and felt that the more robust conditions suggested should prevent an incident such as this occurring again.

 

The PLH’s agent then addressed the Hearing Panel, stating that the PLH had taken a collaborative approach since the incident, working closely with GMP. The agent said that the PLH acknowledged the need for more robust licence conditions but noted that these needed to be dynamic.
