Proceedings of Committees
To submit for approval the minutes of the following meetings and consider recommendations made by the committee:
Audit Committee – 29 November 2022, and in particular, to consider:
AC/22/49 Code of Corporate Governance
To recommend to the Council that responsibility for approval of the Code of Corporate Governance is delegated to the Audit Committee and in doing so that Council:
• Agrees changes to the delegations to the Audit Committee set out in the Council's Constitution so that approval of the Code of Corporate Governance is the responsibility of Audit Committee.
• Agrees to delete the reference to the Code of Corporate Governance from the Council's Policy Framework at Article 4 of the Council’s Constitution; and
• Removes Section G of Part 6 ("Manchester City Council - Code of Corporate Governance") from the Council's Constitution.

Code of Corporate Governance
To recommend to the Council that responsibility for approval of
the Code of Corporate Governance is delegated to the Audit
Committee and in doing so that Council:
• Agrees changes to the delegations to the Audit Committee
set out in the Council's Constitution, so that approval of the

To appoint Yacob Yonis as a Co-opted Member of the Children and Young People Scrutiny Committee as new Parent Governor Representative Co-opted Member. The appointment is for a two-year period with effect from 3 February 2023.
To note and agree changes to the
membership and roles of the Health and Wellbeing Board as
follows:
· The Leader of the Council will not chair the Health and Wellbeing Board and will chair the Manchester Partnership Board when it becomes a formal sub-committee of the Greater Manchester Integrated Care Board.
· To agree that the Executive Member (Healthy Manchester and Social Care), to assume the Chair of the Health and Wellbeing Board.
· To appoint the Deputy Executive Member (Healthy Manchester and Social Care) to the Health and Wellbeing Board as a member.
· To note that Bill McCarthy is the Chair of Greater Manchester Mental Health Trust and will become a member, following the retirement of Rupert Nichols.
·
To note that Tom Hinchcliffe is the permanent Deputy
Place Based Lead
(Manchester), NHS Greater Manchester Integrated Care and will
become a member.
