Application for a Street Trading Consent - Greek Grill House, Great Northern Square, 235 Deansgate, Manchester, M3 4EN

The Hearing Panel considered a report from the Director of Planning, Building Control and Licensing.

 

The Hearing Panel considered the written papers, oral representations of all parties as well as the relevant legislation and guidance.

 

A Licensing Officer gave context to the application, stating that the street trader was to be based on Great Northern Square selling Greek Gyros and were seeking an extension of trading hours up until 04:00. Objections had been received from GMP and LOOH as there were concerns of large crowds which could be difficult for the catering unit staff to control and lead to disorder and littering by drunken patrons. The Licensing Officer stated that Great Northern Square was already busy and noisy for nearby residents and referred the Hearing Panel to the 4 conditions expected of Street Traders in the policy.

 

The applicant’s agent addressed the Hearing Panel and stated that staff were already taking care of litter as already trading on site, confirming that customers are instructed to take their food away from Great Northern Square to consume it. The agent informed the Hearing Panel that CCTV had been installed on the catering trailer, a queuing system put in place and that no complaints of noise, nuisance or disturbance had been levelled at the unit.

 

GMP addressed the Hearing Panel and stated that they would now not object, as the Hearing Panel had granted the Premises Licence application earlier that day.

 

LOOH addressed the Hearing Panel and echoed GMP’s comments.

 

During their deliberations, the Hearing Panel felt that the application could be granted in line with the conditions applied to the Premises Licence application.

 

Decision

 

To grant the licence subject to the following conditions:

 

  • Trading to cease at 02:00
  • Staff to undertake regular litter picking throughout trading hours and at close of business
  • SIA security staff to be on site on Friday and Saturday 23:00 to 02:00
