The Committee considered the report of the City Solicitor providing information about the Council’s current appointments to Council Committees. The Committee was invited to review the appointments and make recommendations to Council about the Council’s representatives for the 2022/23 Municipal Year.

The Committee considered a report of the City Solicitor informing the Committee of the recommendations of the Council’s Independent Remuneration Panel (IRP) in relation to the remuneration of the members of the Greater Manchester Combined Authority (GMCA) Overview and Scrutiny Committee.  

 

Decision

 

The Committee note the report and endorse the recommendations made to the Council.

Appointment of an additional Independent Person for consideration of complaints against Members pdf icon PDF 82 KB

Minutes:

The Committee considered a report of the City Solicitor to enable the Committee to consider the appointment of an additional Independent Person to assist the Council’s Monitoring Officer in dealing with allegations that members of the Council have acted in breach of the Council’s Code of Conduct.

 

A member referred to the appointment process and the checks made to the experience skills and other outside interests of applicants.

 

The Monitoring Officer reported that the appointment process considered the qualifications, skills and experience of the applicant and these were vetted by the appointment panel. The appointment panel consisted of the Monitoring Officer and the Assistant Director - Governance. No elected members are involved in the appointment process.

 

Decision

 

The Committee support the recommendation that the Council appoint William Goh as an Independent Person for period of four years starting 4 October 2023.
