Final Report and Recommendations PDF 423 KB Report of the Strategic Director, Growth and Development
This report summarises the overall programme of work undertaken by the Subgroup.
Members are asked to consider and comment on the report and the recommendations.
Following approval by the Subgroup the final report and recommendations will be submitted to the Economy Scrutiny Committee with a recommendation that the Executive be asked to consider, and where appropriate endorse the policy recommendations arising from this Subgroup’s work.

The Executive Member for Housing and Regeneration noted that the IPM had recently revised its 25 factors for town centre revitalisation, based on new research, and she asked whether this was reflected in the report. Dr Steve Millington from the IPM confirmed that it was. He advised the Subgroup that the district centres in the pilot project had been benchmarked against the original 25 factors but that any future benchmarking should be done against the updated factors. The Planning and Infrastructure Manager commented that the changes to the factors were detailed within the report but that appendix 1 listed the original factors. He recommended that appendix 1 be updated to reflect the revised factors, to which the Chair agreed.
In response to a question from the Chair, the Planning and Infrastructure Manager reported that Manchester Markets was undertaking a piece of research on markets but that it was not yet completed. He advised the Subgroup that the purpose of the research was to inform how markets were managed but that there could be policy implications which would be taken forward through the Local Plan.
The Chair thanked everyone who had contributed to the Subgroup’s work. She asked that those who had contributed, including the traders who had spoken at the Subgroup’s November 2016 meeting and other external speakers, be thanked in the final report and that the final report be circulated to them after it had been considered by the Economy Scrutiny Committee.
Decisions
1. To request that appendix 1 be updated to reflect the revised factors for town centre revitalisation.
2. To request that those who have contributed to the Subgroup’s work, including the traders who spoke at the Subgroup’s November 2016 meeting and other external speakers, be thanked in the final report and that the final report be circulated to them after it has been considered by the Economy Scrutiny Committee.
3. To approve the report and its recommendations, with the above amendments, and to recommend that it be submitted to the meeting of the Economy Scrutiny Committee scheduled for 5 March 2020, with a recommendation that the Executive be asked to consider and, where appropriate, endorse the policy recommendations arising from this Subgroup’s work. |
