The Committee considered the report of the Director of Planning, Building Control and Licensing, which discussed proposals to review the designation of streets in certain areas of Manchester as prohibited, licence and consent streets. The Committee was invited to approve commencement of the statutory consultation process.

The report outlined the process for designation of streets as either consent, licence or prohibited streets and the notable differences between the separate authorisation processes. Proposals to increase the number prohibited streets in similar areas of the city centre were included with the Committee invited to note that prohibition of those street would not preclude the ability for a licensed market to operate.

A summary of next steps was included should the Committee be minded to agree the proposals including an overview of proposed consultees. The Committee also noted that, following the end of the statutory consultation period, a further report would be presented to Licensing Committee to seek a recommendation by Full Council to adopt the resolution for the new street trading process, subject to any variations of the draft proposals that arise as a result of the consultation.
