Consideration was given to the report of the Director of Planning, Building Control and Licensing regarding an Interim Steps hearing for Summary Review of the premises licence at Indigo, 457-459 Wilmslow Road, Manchester, M20 4AN.

The summary review was requested by GMP following an incident at the premises which took place on Thursday 30 January 2020. The application was made under

section 53(B) of the Licensing Act 2003.

The Panel took into account the representations of both parties presented at the hearing and understood that a very serious incident had taken place at the premises. The Panel firmly believed that, under the current circumstances, there was a risk of reprisals if the premises remained open.

The Premises Licence Holder did not oppose the application from GMP for a suspension of their licence and accepted that the management needed time to reflect on the incident and the operation of the premises in order to prevent any further incidents.

Given all the circumstances, the Panel considered it necessary to suspend the licence pending the final review hearing.

Decision

To suspend the Premises Licence until the Review hearing on the grounds of prevention of crime and disorder.
