The report of the Director of Planning, Building Control and Licensing Is enclosed. Additional documents:
Minutes: The Hearing Panel noted that the application was agreed by all parties prior to the meeting and was therefore treated as a determination.
In reaching its decision the Panel also considered the Council’s Statement of Licensing Policy, the Licensing Act 2003, the Regulations made there under and the Guidance issued by the Secretary of State under Section 182 of that Act and the licensing objectives.
Decision
To grant the licence.

Minutes: The agent for The Valley (AKA The Vine) addressed the Hearing Panel and stated their reasons for making representations against the Interim Steps (heard on 5 October 2020).
The agent explained that the issue which had led to the Interim Steps review had arisen from an unofficial wake at the premises. Two males had lost their lives in a car accident and the premises were the final moments of these males’ lives before the incident occurred. Due to this, members of the community with which the males were linked had descended on the premises uninvited and started the melee. The agent informed the Hearing Panel that the premises had closed their doors on the day in question as tensions were rising but that the gang outside had broken the door to enter and confirmed that these were not regular patrons of the premises. Further to this, the PLH had closed the doors to all public at 21:00 on the day in question and had remained closed over the weekend before any interventions from GMP and therefore asked that the Hearing Panel note that the PLH had acted responsibly. The applicant now sought to re-open, offering assurances that this type of issue would not occur again.
The Hearing Panel noted that GMP did not oppose the agent’s representations.
The Hearing Panel no longer had concerns of similar occurrences at the premises and felt that the Interim Steps measures could be lifted, pending the Summary Review on 29 October 2020.
Decision
The withdrawn the suspension imposed on 5 October 2020 pending the Summary Review on 29 October 2020.
