To consider any items which the Chair has agreed to have submitted as urgent.

Minutes:

The Chair agreed to the submission of an item of urgent business relating to the submission of an application for a Temporary Event Notice in respect of Club Bloom, 100 Bloom Street, Manchester, M1 3LY.

Application for a Temporary Event Notice - Club Bloom, 100 Bloom Street, Manchester, M1 3LY

Minutes:

The Committee took the item as urgent business and considered the application for the submission of a Temporary Event Notice where an objection notice has been received. 

 

The Applicant attended the Hearing with his Solicitor, Mr Horne, who addressed the Committee, answering questions when required to do so.  The Committee listened to representations from GMP and the Licensing Out of Hours Officer.

 

The Committee was satisfied, after hearing from the Applicant's Solicitor, Mr Horne, that steps would be put in place to ensure that the premises are capable of upholding the licensing objectives for the entirety of the event period.

 

The Committee heard that entry to the premises would only be allowed to patrons wearing a registered pride wristband and this would be via Bloom Street with no entrance from Hart Street.

 

It was also explained that a total of nine SIA Registered doormen would be on duty for the duration of the TEN.

 

The Committee further recognised that the Premises had held a number of TENs over the last three years which had passed off without complaint.

 

In arriving at its decision the Committee took into account the licensing objectives, Licensing Act 2003 and s182 guidance. 

 

Decision

 

To grant the application.

The application was withdrawn prior to the meeting at the request of the licensing officer having consulted with the Applicant on a new date to be arranged for the consideration of the application.

The Committee noted that agreement had been reached between the applicant and all parties who had made representations and treated the matter as a determination.

 

The Committee considered the agreements reached and was satisfied that a licence granted on the agreed terms should not undermine the licensing objectives.

 

Decision

 

To grant the application subject to the terms and conditions agreed between the parties.

Temporary Event Notice Application - New Union Hotel (outside area),New Union Hotel, Princess Street, Manchester, M1 6JB

Minutes:

The Committee considered an application for the submission of a Temporary Event Notice where an objection notice has been received. The Applicant attended the Hearing and addressed the Committee, answering questions when required to do so. 

 

The Committee listened to representations from GMP and the Licensing Out of Hours Officer.

 

The Applicant demonstrated in both its written application and submissions to the Committee that robust steps had been put in place to effectively manage the TENs event.

 

Committee also noted that the premises had applied for TENs events in the past two years and that these had passed off without complaint. 

 

As a consequence, the Committee was satisfied that the premises would be capable of upholding the licensing objectives.

 

In arriving at its decision the Committee took into account the licensing objectives, Licensing Act 2003 and s182 guidance.

 

Decision

 

To grant the application.
