Urgent Business To consider any items which the Chair has agreed to have submitted as urgent. Minutes: Application for a New Premises Licence for The Difference, 74 Mosley Street, Manchester, M2 3LW.
The Committee noted that agreement had been reached between the applicant and all parties who had made a representation, so treated the matter as a determination.
Decision
To grant the application subject to the terms and conditions agreed between the parties.

Minutes: The Committee considered the content of the application and the oral representations made by the applicant and also considered the content of the representations made by local residents. The Committee accepted that the concerns raised by residents related to general concerns in the area rather than the operation of these premises.
The Committee was satisfied that a licence granted on these terms and managed robustly would not undermine the Licensing Objectives. The Committee was also mindful that the premises is close to the Fallowfield cumulative impact zone and hope that it will be managed responsibly so that it does not become a destination venue for bulk sales of alcohol.
Decision
To grant the application subject to the conditions in the operating schedule. |

Exclusion of the Public The officers consider that the following item or items contains exempt information as provided for in the Local Government Access to Information Act and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information. The Committee is recommended to agree the necessary resolutions excluding the public from the meeting during consideration of these items. At the time this agenda is published no representations have been that this part of the meeting should be open to the public. Minutes: A recommendation was made that the public is excluded during consideration of the items of business.

To exclude the public during consideration of the following items which involved consideration of exempt information relating to the financial or business affairs of particular persons, and public interest in maintaining the exemption outweighed the public interest in disclosing the information.

Application for a Personal Licence (JA) The report of the Head of Planning, Building Control and Licensing is attached. Minutes: The Committee considered the representations from GMP and from the applicant. The Committee noted in particular that the applicant has a serious relevant offence in relation to the possession with intent to supply class A drugs and this conviction is still live and unspent. The Committee was concerned that since his release from prison the applicant had a further conviction for a drugs offence.
The Applicant told the Committee that since his release from prison he had gone back to University and had graduated with a degree in economics and that he was trying to turn his life around. The Committee considered that in all the circumstances there was insufficient evidence that the applicant had actually changed his life.
The Committee was additionally concerned that the applicant was unaware of any of the Licensing Objectives. In all the circumstances the Committee considered it appropriate to refuse the application at this time.

To refuse to grant the application. |
