To call-off a contract for the supply of electricity and related services to MCC’s corporate estate (including street lighting) and for associated organisations (e.g. Manchester schools etc). Due to way in which the energy market currently operates, this decision is likely to be taken under urgency procedures.
Decision:
The Deputy Chief Executive and City Treasurer agrees to call-off a contract for the supply of electricity and related services to MCC’s corporate estate (including street lighting) and for associated organisations (e.g. Manchester schools etc).
This will be a direct award on the Council’s recently awarded framework for the supply of electricity and related services (TC970).
As energy markets continue to display volatility and therefore have a very short window to accept a schedule of rates (typically within day or shorter), the Chair of Resources and Governance Scrutiny Committee has agreed that this decision is urgent and can be made before the required 28 day notification period has elapsed an in making the decision is exempt from the Council’s Call In process.
The rationale for this being given the proximity to the end of the current incumbent contracts, any delay would be severe from a financial point of view and if alternative provision could not be made then the council would be subject to short-term, “deemed” or “out of contract” rates, which are prohibitively expensive.
